Como nuestro anterior comunicado sostenía, la campaña que mantiene el gobierno de Ucrania desde 2014 contra las Repúblicas de Lugansk y Donetsk podía y pudo final y tristemente causar un conflicto de mayor escala. Sin embargo, es necesario señalar que no es esta la primera guerra causada por la temeraria aspiración de las potencias occidentales de expandir la OTAN hasta las fronteras con la Federación Rusa. Ya en 2008 la agresión unilateral de Georgia contra Abjasia y Osetia del Sur, auspiciada por la OTAN, llevaron a un innecesario derramamiento de sangre donde el único perdedor fue la población civil, y en lo político, el Estado georgiano.
Esta lección fue ignorada por la UE, los EUA y la OTAN pues siguieron su curso de choque bélico con la Federación Rusa, tratando de imponer una agenda unilateral ignorando las garantías de seguridad exigidas por ese país. La negativa de Ucrania de llevar a cabo los cambios constitucionales previstos en los acuerdos de Minsk para el acceso de las Repúblicas de Donetsk y Lugansk a una autonomía dentro de Ucrania, los constantes ataques indiscriminados a la población civil de estas repúblicas, así como también el negarse a declarar el estatus neutral de Ucrania; han desembocado finalmente en la escalación del conflicto.
Desde la perspectiva dialéctica, el inicio de la operación militar rusa en territorio ucraniano representa el salto cualitativo ineludible que sobreviene a los cambios cuantitativos previos manifiestos en los antecedentes ya mencionados. El Partido Popular Socialista de México se niega a equiparar a Rusia y sus acciones con las del bloque imperialista comandado por los EUA y flanqueado por la UE y la OTAN, que constituyen la forma más aguda y agresiva del imperialismo en nuestros días.
Por estos motivos, el Partido Popular Socialista de México declara que:
• Rechazamos las temerarias aspiraciones del gobierno ucraniano, auspiciadas por sus socios norteamericanos y europeos de incluir a Ucrania en la Organización del Tratado del Atlántico Norte (OTAN) que han desembocado en una guerra abierta.
• Declaramos que el rechazo a todo dialogo por parte de la OTAN para negociar una solución satisfactoria a las exigencias de garantías de seguridad de la Federación Rusa han anulado de facto toda posibilidad de aplicar los acuerdos de Minsk.
• No avalamos la operación militar, sin embargo, no caeremos en el juego de condenar a Rusia y equipararla con las fuerzas imperialistas lidereadas por los EUA y sus socios europeos.
• Rechazamos las políticas injerencistas de potencias extranjeras que pretenden llevar a cabo “revoluciones de colores” o golpes de Estado en otros países, como la ocurrida en 2014 en Ucrania, que es de hecho el origen de todo este conflicto.
Pero sobre todo y más importante, apelamos:
• A la resolución pacífica del conflicto y nos posicionamos solidariamente con todos los pueblos trabajadores afectados por el mismo, con la convicción de que la historia la hacen ellos y no los individuos.

Statement on the military operation in Ukraine
As our previous statement argued, the campaign maintained by the Ukrainian government since 2014 against the Lugansk and Donetsk Republics could and did ultimately cause a larger scale conflict. However, it should be noted that this is not the first war caused by the reckless aspiration of Western powers to expand NATO to the borders with the Russian Federation. Already in 2008 Georgia’s unilateral aggression against Abkhazia and South Ossetia, sponsored by NATO, led to unnecessary bloodshed where the only loser was the civilian population, and politically, the Georgian state.
This lesson was ignored by the EU, the USA and NATO as they continued their course of war clash with the Russian Federation, trying to impose a unilateral agenda ignoring the security guarantees demanded by that country. Ukraine’s refusal to carry out the constitutional changes envisaged in the Minsk agreements for the access of the Donetsk and Lugansk Republics to autonomy within Ukraine, the constant indiscriminate attacks on the civilian population of these republics, as well as the refusal to declare Ukraine’s neutral status, have finally led to the escalation of the conflict.
From a dialectical perspective, the beginning of the Russian military operation on Ukrainian territory represents the unavoidable qualitative leap that follows the previous quantitative changes manifested in the aforementioned background. The Popular Socialist Party of Mexico refuses to equate Russia and its actions with those of the imperialist bloc commanded by the USA and flanked by the EU and NATO, which constitute the sharpest and most aggressive form of imperialism in our days.
For these reasons, the Popular Socialist Party of Mexico declares that:
We reject the reckless aspirations of the Ukrainian government, sponsored by its American and European partners to include Ukraine in the North Atlantic Treaty Organization (NATO) that led to open war.
We declare that NATO’s rejection of any dialogue to negotiate a satisfactory solution to the Russian Federation’s demands for security guarantees has de facto nullified any possibility of implementing the Minsk agreements.
We do not endorse the military operation; however, we will not fall into the game of condemning Russia and equating it with the imperialist forces led by the U.S. and its European partners.
We reject the interference policies of foreign powers that seek to carry out «color revolutions» or soft coups in other countries, such as the one that occurred in 2014 in Ukraine, which is in fact the origin of this entire conflict.
But above all and most importantly, we appeal:
To the peaceful resolution of the conflict and we stand in solidarity with the working peoples of all the peoples affected by it, with the conviction that history is made by them and not by individuals.
For friendship among peoples and proletarian internationalism!
